Geopolitica delle reti ferroviarie: governance, corridoi strategici e il ruolo dell’Italia nella competizione infrastrutturale globale

ABSTRACT – The development of railway systems today represents one of the most significant infrastructural and strategic issues in both advanced and developing economies. This article offers a comparative analysis of the main governance models of railway systems—public, private, and mixed—linking ownership and control structures to economic performance and their role in national industrial policy. It highlights the limits of traditional interpretations based solely on technical efficiency, emphasizing instead the importance of governance as a key variable for sustainability and territorial integration. To this end, the cases of the United States, China, Europe, and the United Kingdom are examined, with a particular focus on the Italian railway system and the prospects of Ferrovie dello Stato Italiane in the context of global infrastructure competition. The article concludes with several policy implications for Italy and the European Union, proposing a governance model capable of promoting sustainable investment and balanced competition in modern railway markets.
